Terms of use

This document is provided in Russian as the legally binding version. The English site interface does not alter the Agreement.

1. General provisions

1.1. These Terms of Use (hereinafter — the Agreement) define the terms of use of the website https://poasvstu.ru (hereinafter — the Site) and are binding on all users.

1.2. The parties to this Agreement are:

  • Site Administration (Operator) — Kuznetsova Agnessa Sergeevna, address: 28 V.I. Lenin Avenue, Volgograd, 400066;
  • User — an individual or legal entity using the website https://poasvstu.ru (hereinafter — the Site).

1.3. By starting to use the Site, the User confirms that they have the legal capacity required to accept this Agreement and to use the Site in accordance with its terms.

1.4. Use of the Site constitutes the User’s unconditional acceptance of all terms of this Agreement. If the User does not agree with any provision of this document, they must immediately stop using the Site.

1.5. This Agreement applies to all relations related to use of the Site, including viewing information published on the Site.

2. Subject of the Agreement

2.1. The Administration provides the User with access to the Site under the terms defined in this Agreement.

2.2. The Site is an information resource of the POAS department and is intended for:

  • publishing information about the department, degree programmes (bachelor’s, master’s, postgraduate), admission preparation, and contacts;
  • publishing department news;
  • publishing materials in the “Education and Science” section, including information on scientific journals and conferences, as well as signed scientific publications;
  • publishing teacher schedules and retake timetables;
  • publishing information about department partners;
  • providing registered users with access to the personal account and the scientific publication tracking service.

2.3. The Site provides for User registration, account creation, and use of the personal account. The Site is not intended for concluding paid service contracts, accepting payments, or conducting distance selling.

2.4. Information published in the Site’s open sections (news, programme descriptions, schedules, publication information, and other materials) is for reference and informational purposes unless expressly stated otherwise.

A separate feedback or application form is not provided on the Site. To contact the department, use the contact details published on the “Contacts” page.

3. Acceptance of terms

3.1. Acceptance of this Agreement occurs when the User starts using the Site in any form.

3.2. If the User does not agree with the terms of the Agreement, they must stop using the Site.

3.3. The Administration does not notify the User of changes to the Agreement. Continued use of the Site after publication of a new version of the Agreement constitutes the User’s consent to its terms.

4. User rights and obligations

4.1. The User has the right to:

  • use the Site for lawful purposes in accordance with this Agreement;
  • freely view information published on the Site;
  • after registration and account approval, use personal account and publication tracking service features within the limits provided by the Site.

4.2. The User undertakes to:

  • provide accurate information during registration and when using the personal account;
  • not share account credentials with third parties;
  • not disrupt normal operation of the Site;
  • not attempt unauthorized access to the Site, administrative panel, other users’ accounts, or protected files;
  • not use automated means (bots, parsers, or other programs) to collect data or interact with the Site without prior written consent from the Administration;
  • not upload files or information containing malicious code, not matching the declared format, or violating the legislation of the Russian Federation or third-party rights;
  • not use the Site in a manner that may cause harm to the Administration, the POAS department, VSTU, or third parties.

4.3. Registration and personal account. To access personal account features, the User registers by providing a username, email address, password, and, if necessary, first and last name. After registration, the account is created with a pending administrator approval status. Until approval, the User may sign in to the personal account and view related pages, but submitting materials in the publication tracking service is unavailable. After administrator approval, the User may change their username, email address, first name, and last name in their profile. Email address verification during registration is not performed.

4.4. Scientific publication tracking service. Approved Users are granted access to the scientific publication tracking service, which includes uploading materials, viewing processing status, access to the publication and conclusion archives, and downloading files. Permitted upload formats: PDF, DOC, DOCX. Based on uploaded data, the Site may automatically generate conclusion files using templates set by the administrator. A publication goes through processing statuses set by the administrator: “Uploaded”, “Under review”, “Pending signature”, “Signed”. Publications with the “Signed” status and related information may be published openly in the “Education and Science” section. The User is responsible for the accuracy of information provided when uploading materials, for having the right to publish the data and files, and for obtaining consent from the named authors to process and publish their personal data.

5. Administration rights and obligations

5.1. The Administration has the right to:

  • change the content, structure, design, and functionality of the Site at any time without prior notice to the User;
  • restrict or suspend the User’s access to the Site in case of violation of this Agreement, as well as for technical reasons or to ensure Site security;
  • change publication statuses, leave comments, and manage publication of signed materials in open access;
  • suspend Site operation for maintenance and technical work;
  • disclose information about the User’s actions to authorized bodies in cases provided by the legislation of the Russian Federation.

5.2. The Administration undertakes to:

  • ensure Site availability within its technical capabilities;
  • not disclose the User’s personal data to third parties in violation of the Privacy Policy published on the Site.

6. Intellectual property

6.1. All Site materials, including texts, images, design, interface elements, logos, files uploaded by the administrator, and program code, are intellectual property of the Administration, the POAS department, VSTU, or other rights holders and are protected under the legislation of the Russian Federation.

6.2. Use of Site materials is permitted only with written consent of the rights holder, except as expressly provided by the legislation of the Russian Federation.

6.3. When quoting Site materials, a link to the Site is required.

6.4. By uploading materials to the publication tracking service, the User confirms that they have the right to publish and use them within the Site’s functionality, including possible open publication of signed materials.

7. Liability of the parties

7.1. The Site and its services are provided on an “as is” basis. The Administration does not guarantee uninterrupted or error-free operation of the Site, or that it will meet the User’s specific goals or expectations.

7.2. The Administration is not liable for:

  • temporary unavailability of the Site for technical reasons or as a result of maintenance;
  • change, deletion, incompleteness, inaccuracy, or loss of relevance of information published on the Site;
  • accuracy of information uploaded by Users to the publication tracking service;
  • content of third-party resources that may be linked from the Site (including wiki.poas.vstu.ru, admissions campaign resources, partner websites, Yandex Maps widget, jsDelivr CDN, Google Fonts);
  • damage suffered by the User as a result of using or being unable to use the Site;
  • losses related to actions taken by the User based on information published on the Site.

7.3. The User bears full responsibility for their actions when using the Site, including violations of the legislation of the Russian Federation and third-party rights, as well as for safeguarding their account credentials.

7.4. The Site may contain links to third-party websites and services. The Administration does not control the content of such resources, does not participate in their operation, and is not responsible for their availability, security, or terms of use.

8. Personal data

8.1. Processing of the User’s personal data is carried out in accordance with the Privacy Policy and personal data processing published on the Site.

8.2. By using the Site and registering in the personal account, the User confirms that they have read the personal data processing terms set out in the Privacy Policy.

9. Amendment of the Agreement and dispute resolution

9.1. The Administration may amend this Agreement at any time unilaterally without prior notice to the User.

9.2. A new version of the Agreement takes effect upon publication on the Site unless otherwise provided in the new version.

9.3. Before going to court, the User may send a claim or inquiry related to performance of this Agreement to the Administration’s email address specified in section 10.

9.4. The Administration reviews received inquiries within 30 (thirty) calendar days from receipt. If no agreement is reached, the dispute shall be resolved in court at the location of the Administration in accordance with the applicable legislation of the Russian Federation.

9.5. Invalidity of an individual provision of the Agreement does not invalidate the remaining provisions.
